Have your say on emerging plans for new neighbourhoods east of Bilbrook

Family-owned housebuilder, Bloor Homes, is preparing outline plans for new homes east of Bilbrook.

The site for the proposed development comprises two parcels of land which were identified by South Staffordshire District Council in 2018 to be safeguarded to meet future housing needs in the District. In addition, the two parcels also form part of a wider strategic development location proposed by the Council in the emerging Local Plan Review.

Our emerging proposals

The emerging proposals envisages two new neighbourhoods, consisting of:

  • Providing ncirca 265 quality new homes across the two sites
  • 40% of new homes would be affordable housing, providing opportunities for key workers and people on low incomes with local connections to secure a home of their own in Bilbrook
  • Retention of existing landscape features alongside new planting and habitat creation to enhance the biodiversity value of the sites
  • Homes built to the very latest standards of sustainability, with measures such as EV charging infrastructure, solar panels, and high levels of energy efficiency
  • Green corridors between the two neighbourhoods with walking and cycling links, play areas and natural habitats
  • Investment into local infrastructure, such as potential enhancements to Woodman Junction and investment into active travel improvements

We established this website to provide an overview of the emerging proposals and an opportunity for members of the community to provide feedback during public consultation in the Autumn of 2023.

Following public consultation, we have refined the proposals and prepared outline planning applications for the two safeguarded sites. A number of changes have been made in response to feedback, including a reduction in the number of homes proposed, an increase in the green spaces on both sites.

Outline planning applications

Updated January 2024

We wanted to ensure that the proposals align as much as possible with the needs and aspirations of the local community in Bilbrook, whilst delivering on the Council’s statutory requirement to meeting housing need in the District.

In addition to delivering a range of new homes that meet local needs, the emerging plans will also generate investment into improvements to local infrastructure and community facilities.

This website was created to provide an opportunity for members of the community to view our emerging plans and provide feedback on your priorities for new homes and investment in Bilbrook to help shape a development that meets the needs of the local community now and in the future.

Following the public consultation which took place in the Autumn of 2023, we have been preparing planning applications for the two sites and have updated the website to provide information on the planning applications as they come forward:

Planning application 1 – Land south of Pendeford Mill Road

The outline planning application for the first of the two safeguarded sites set aside by the District Council for residential development was submitted in January 2024. This planning application is for up to 130 homes, representing a reduction in numbers following the consultation. The strip of land that was proposed to join the two safeguarded sites has also been removed from the proposals in response to feedback.

Planning application 2 – Land east of Lane Green Road

The outline planning application for the first of the two safeguarded sites set aside by the District Council for residential development was submitted in March 2024. This planning application is for 135 homes, again representing a reduction in housing numbers following consultation.

The planning application for Land east of Lane Green Road includes a package of significant improvements to the local highways network to provide new active travel infrastructure and traffic calming to prioritise pedestrians.

Pre-application consultation

September 2023 to November 2023

An opportunity for local people to provide feedback on our emerging plan.

Outline planning applications

Dec 2023/Jan 2024

We will submit outline planning applications to establish the principle of development, such as housing numbers and access arrangements.

Statutory Consultation

Early 2024

South Staffordshire District Council will carry out their own statutory consultation on our submitted plans.

Planning applications determined

Spring 2024

South Staffordshire District Council will make a decision on the granting of outline planning permission.

Reserved Matters Planning Applications

Later 2024

Should outline planning permission be granted, we will then prepare Reserved Matters planning applications, which will include finer details such as house types and designs, detailed layout, landscaping details etc. Local people will have a further opportunity to provide input at this stage, prior to the reserved matters applications being submitted to the Council for determination.
